An Iraqi reporter threw a shoe at Bush and called him a dog. After the incident Bush said "I didn't feel the least threatened by it [the shoe]..." and added "I'm honoured that he called me a dog. Thank you thank you" 

Within hours the NSA announced a slew of security measures, "With immediate effect, no journalist shall wear shoes during press meet with President Bush..." said the NSA chief.
